Yukon Community Pilot YCP

The Yukon Community Pilot YCP is a new stream under the Yukon Nominee Program which will provide nominees with a work permit for a specific community, rather than a specific employer, and allow them to work for several employers in the same community.

The Yukon Community Pilot (YCP) is a federal–territorial permanent resident stream with a work permit component.

Government of Yukon started this three year pilot program in January 2020.

The goal of this pilot is to attract and retain immigrants in Yukon communities by testing innovative approaches to permanent immigration.

Statement from Yukon that it has determined that all factors required for the issuance of a work permit under paragraph R205(a) as per its agreement with Canada have been met, identifying the occupations and employers’ information

Yukon Work Permits for spouses or common-law partners


If principal applicant is employed in NOC skill type 0 or skill level A or B position, their spouse or common-law partner is eligible for location specific open work permit.

The spouse’s or common law partner’s work permit must always be restricted to the same community as the principal applicant’s job location.

If the principal applicant is not employed in NOC skill type 0 or skill level A or B position, their spouse or common-law partner is not eligible for an open work permit.

Yukon Community Pilot Process – How does it work


In a nutshell, YCP is all about a special 2-year location restricted open work permit.
Provincial Nominees usually must wait for more than year to have their permanent residence application processed by IRCC.

During this time, few PNP streams allow candidates to apply for a closed work permit thereby enabling them to work while awaiting a decision on their PR.

In contrast, the YCP gives Yukon PNP candidates an ‘open’ work permit for 2 years to work for any employer within the same community.

This way nominees can work for multiple employers to support themselves while awaiting the PR decision.

This is an innovative approach being tested for a period of 3 years under the Yukon
Community Pilot.

Step by Step process for Yukon Community Pilot:

Apply for and get up to 3 job offers from 1 participating community

Get a signed letter of support from Government of Yukon

Meet general requirements for a work permit

Valid nomination for permanent residence from Yukon will enable you to get location restricted open work permit.

This work permit is valid for 2 years and does not need Labour Market Impact Assessment (LMIA) as Work permits under this stream will be issued under LMIA exemption code A75 with special program code YUKONCP

YCP enables you to apply for a special 2-year open work permit while awaiting your PR under YNP thus allowing you to start working immediately in Yukon
